Permit amendment under review

January, 2024 Vancouver Fraser Port Authority submitted a request to amend conditions 30 and 31 of project PER No. 20-007. The request is to modify archaeological investigation where deep excavations are required, located at Timberland Road – North& South (Fraser Surrey Docks), in Surrey, British Columbia on federal lands and waters managed by the Vancouver Fraser Port Authority.

As part of the Project and Environmental Review  for the proposed project under the Impact Assessment Act, the proposed project was posted on the Canadian Impact Assessment Registry with an opportunity for public comment between January 29 and February 27, 2024. The port authority will conduct formal consultation activities with stakeholders and Indigenous groups. 

About the proposed amendment:

The Vancouver Fraser Port Authority (the Permit Holder) is proposing to modify the way it carries out archaeological investigation, at locations where deep excavations are required. An updated Archaeological Overview Assessment (AOA) recommends initial investigation, with the results informing the need for and form of additional archaeological monitoring. The proposed changes require an amendment to permit condition number 30 and 31 and would require that the Permit Holder proceed with archeological investigation as per the updated AOA.

Permit issued

On July 12, 2022, a project permit was issued to the Vancouver Fraser Port Authority (the Applicant) to make road and rail improvements within the Fraser Surrey Port Lands area in Surrey, British Columbia on federal lands and waters managed by the Vancouver Fraser Port Authority.

The project was approved subject to 48 number permit conditions applicant must meet to ensure the project does not result in significant adverse environmental effects.

About the project

The Applicant proposes to make road and rail improvements within the Fraser Surrey Port Lands to alleviate traffic congestion and rail crossing delays, and improve the ability of port tenants to move trade. Project activities and components are listed below.

  • At-grade railway crossings:
    • Upgrades to six at-grade rail crossings in the area
    • Construction of a new at-grade rail crossing across the lead tracks to the DP World – Fraser Surrey IDC Yard
    • Removal of two at-grade crossings along the port authority’s spur line on Timberland Road North
  • Rehabilitation and Extension of Timberland Road South and Upgrades to Timberland Wye:
    • Realignment of the Robson Road–Timberland Road corridor
    • Construction of the Timberland Road South extension, creating a route for traffic to travel through the Fraser Surrey Port Lands (approx. 840 m long, 15,600 sq. m)
    • Pavement rehabilitation along the existing Timberland Road South, Timberland Road North, Timberland Wye Intersection, including localized road widening (approx. 660 m long, 8,450 sq. m)
    • Partially infilling the ditch west of the existing Timberland Road South to create a new westbound lane (approx. 580 m long, 3,050 sq. m)
    • Infilling the ditch at Timberland Road North to accommodate road widening (approx. 230 sq. m)
    • Regrading to facilitate drainage (approx. 5,230 sq. m)
    • Timberland Wye intersection upgrade to a four-leg intersection with new traffic signals
    • Installing new utilities, including storm and water infrastructure along Timberland Road South
    • Implementing new street lighting along Timberland Road South
    • Closure of the Timberland Road North – Robson Road connection to eliminate conflicts for containers being moved between the DP World Fraser Surrey terminal and IDC intermodal yard
    • Changes to inbound container truck movements to eliminate obstructions to other road users through construction of a 300 metre-long truck queuing lane, implementation of two Vehicle Access Control System (VACS) gates, and an electronic queue management system
    • Installing and upgrading electrical and security infrastructure, including relocation of CCTV cameras
  • Pavement Rehabilitation and Pavement Markings along Robson Road:
    • Rehabilitating pavement, installing median barriers, one new storm catch basin, and new street lighting and regrading gravel shoulders
    • Pavement widening at Gunderson Road
    • Installing a fibre optic connection to existing BC MoTI infrastructure
