Permit application under review

In March, 2024 Vancouver Fraser Port Authority submitted a project permit application for site development located at 1440 Columbia Street, North Vancouver, British Columbia on federal lands managed by the Vancouver Fraser Port Authority.

As part of the Project and Environmental Review  for the proposed project under the Impact Assessment Act, the proposed project was posted on the Canadian Impact Assessment Registry with an opportunity for public comment between March 27 and April 25, 2024. The port authority will conduct formal consultation activities with stakeholders and Indigenous groups.

About the project

The applicant proposed to undertake the completion of the site development and terminal expansion and all civil works associated with the civil upgrades to 1440 Columbia Street in North Vancouver. The works are to include the relocation of street turnarounds, street paving, sanitary main maintenance, and installation of a new lock block and oil/grit/water separators.

The proposed works include:

  1. Relocating the Columbia Street turnaround involving the regrade for the new turnaround, and may include
    • New sanitary cleanout after decommissioning and capping of the sanitary main west of VFP
    • Protecting or relocating an existing fire hydrant, if required
    • Connecting an additional catch basin to nearby off-site District of North Vancouver storm system, if required
  1. Relocation of the North Laneway turnaround involving the regrade for the new turnaround, and may include
    • Connecting an additional catch basin to nearby off-site District of North Vancouver storm system, if required
  2. Paving of 1440 Columbia Street and turnaround to follow Terminal Ready standards and specifications, including
    • Importing fill for new pavement structure
    • Potentially removing any unsuitable subgrade
  3. Capping the sanitary main west of the 1460 sanitary connection and installing a sanitary overbuilt manhole on top
  4. Ensuring that the 1440 Columbia property surface drainage is contained within VFPA property and with no overflow off-site (while ensuring adequate drainage to the on-site system)
  5. Installing a new lock block retaining wall along with perimeter fencing for proper delineation
  6. Installing new oil/grit/water separators as part of the updated site storm water collection
