Harmonized federal-provincial environmental assessment concluded

In February 2011, Vancouver Airport Fuel Facilities Corporation submitted an application for an environmental assessment review for its proposed Vancouver Airport Fuel Delivery Project in Richmond, British Columbia. The Vancouver Fraser Port Authority was the federal lead for the harmonized federal-provincial environmental assessment review led by the British Columbia Environmental Assessment Office.

In December 2013, the Vancouver Fraser Port Authority concluded its federal environmental assessment review for the Vancouver Airport Fuel Delivery Project and determined that the project is not likely to cause significant adverse environmental effects after the implementation of mitigation measures and environmental conditions. This determination is consistent with the provincial decision rendered on December 12, 2013.

About the project

Subsequent to the environmental assessment, the Vancouver Airport Fuel Facilities Corporation proposed to amend the project to increase the delivery pipeline diameter and to revise the location of the delivery pipeline in some areas.

In August 2015, the Vancouver Airport Fuel Facilities Corporation submitted a project permit application to the Vancouver Fraser Port Authority for the portions of the project to be located on federal port land (PER No. 15-104). The project amendments were included as part of the permit application and the port authority reviewed the project amendments for the portions of the project on federal lands as part of the Project and Environmental Review Process. Aboriginal and public consultation was conducted as part of the review and the port authority issued a project permit on February 24, 2016.

Project amendments

In April 2016, the Vancouver Airport Fuel Facilities Corporation submitted an application to the British Columbia Environmental Assessment Office to amend the provincial Environmental Assessment Certificate for the portions of the project on provincial lands. As a member of the federal-provincial working group, the port authority reviewed the amendment application, comments from the working group and Aboriginal groups, and the draft Amendment Assessment Report.

In October 2016, the British Columbia Environmental Assessment Office approved the amendment application for the project. For more information please visit the British Columbia Environmental Assessment Office website.

In October 2016, based on the material provided by the Vancouver Airport Fuel Facilities Corporation and the British Columbia Environmental Assessment Office, the Vancouver Fraser Port Authority confirmed that the proposed project amendments would not affect the port authority’s federal decision under the Canadian Environmental Assessment Act, that the project is not likely to cause significant adverse environmental effects.
