Westshore Terminals | Equipment Replacement and Upgrade Project

Permit issued

On January 31, 2014, the Vancouver Fraser Port Authority issued a project permit to Westshore Terminals Limited Partnership (Westshore) to replace two stacker reclaimers and existing office and operations facilities with new stacker reclaimers and a new consolidated office and operations facility at Roberts Bank Terminal. The project permit, including conditions, is available below.

About the project

The project included the replacement of the existing office and administration buildings and the replacement of yard equipment, and resulted in additional site area available for storage of coal, representing approximately 135,000 metric tonnes. The two replacement stacker reclaimers are of a larger throughput capacity, and represent an expected effective increase of three million metric tonnes of annual capacity for the terminal as a whole. This would bring the terminal’s capacity to 36 million metric tonnes following completion of construction. Specific construction activities included:

• new office and administration buildings at the north west corner of the site, including the demolition and removal of the existing structures
• two replacement stacker reclaimers and associated yard conveyors
• expansion of existing Row D stockpile
• a new sanitary treatment facility and related infrastructure
• demolition of the existing office and administration buildings

One additional stacker reclaimer and the existing shiploader at Berth One were also proposed for replacement. There is no capacity increase as a result of these replacements, and the new equipment is similar to existing equipment and uses the existing supports. These two elements do not require a project permit.

All of the upgrades are anticipated to require four years to complete, and represent employment for the equivalent of 30 full-time positions over the duration of construction. Once completed, the works represent an estimated maximum traffic increase of 4.2 additional trains and 0.6 additional ships per week to the terminal.
