Permit amendment issued
In June 2022, amendment PER No. 2011-125-12 was issued to Vancouver Fraser Port Authority Infrastructure Delivery. The amendment approved the request to conduct construction activities outside of standard hours located along Commissioner Street between Nanaimo Street and the McGill Street Overpasss (Commissioner Street Road Realignment) in Vancouver, on federal lands managed by the Vancouver Fraser Port Authority.
About the proposed amendment:
The amendment allowed the permit holder to have flexibility to complete certain activities that include medium and high impacts at night. The project had experienced delays for several reasons, including inclement and extreme weather, and is currently anticipated to be complete in late 2022.
Permit amendments issued
In March 2022, amendment PER No. 2011-125-11 was issued to Vancouver Fraser Port Authority Infrastructure Delivery (the permit holder). The amendment approved the permit holder’s request to conduct construction activities outside of standard hours.
On March 25, 2022 permit amendment PER No. 2011-125-10 approved an extension to the permit expiry date from March 31, 2022 to March 31, 2023. This extension allows the permit holder to carry out remaining physical activities related to the road realignment along Commissioner Street between Nanaimo Street and the McGill Street Overpasss (Commissioner Street Road Realignment) in Vancouver, on federal lands managed by the Vancouver Fraser Port Authority.
On November 29, 2021, permit amendment PER No. 2011-125-09 was issued to the permit holder to continue some construction activities outside of regular work hours for the months of December 2021 and January 2022.
On November 5, 2021, permit amendment PER No. 2011-125-08 was issued to the permit holder to continue some construction activities outside of regular work hours for the month of November 2021. See the amendment letter for details.
On June 18, 2021, permit amendment PER No. 2011-125-07 was issued to the the permit holder to continue some construction activities outside of regular work hours, between June 28 and October 31, 2021. See the amendment letter for details.
On April 9, 2021 amendment PER No. 2011-125-06 was issued to the permit holder. The amendment approved certain construction activities related to the approved project to be carried out outside of regular port authority construction hours between April 12 and June 28, 2021. On August 26, 2020, amendment PER No. 2011-125-05 approved an extension to the permit expiry date from March 31, 2021 to March 31, 2022. This extension allowed the permit holder to carry out remaining physical activities related to the road realignment along Commissioner Street between Nanaimo Street and the McGill Street Overpasss (Commissioner Street Road Realignment) in Vancouver, on federal lands managed by the Vancouver Fraser Port Authority.
About the approved amendments to construction hours
Amendment -12 was requested to have flexibility to complete specific weather sensitive activities delayed to extreme weather events and inclement weather, e.g., excavating and backfilling to tie in sewer lines, hydrovac use and asphalt paving.
Amendment -11 was requested to have flexibility to complete weather sensitive activities, e.g., line and stencil painting, and activity related to this work, such as lane closures.
Amendment -09 was made as the project was unable to take advantage of dry weather conditions in November due to challenges to access materials.
Amendment -08 was requested to have flexibility to complete weather sensitive activities, e.g., asphalt paving and bypass pumping, in dry conditions.

About the Commissioner Street Road Realignment
The Commissioner Street Road Realignment is part of the scope of work approved in June 2012 under the South Shore Corridor Project (PER No. 2011-125).
The Vancouver Fraser Port Authority is undertaking a roadwork project to widen and realign Commissioner Street to the north between Nanaimo Street and Slocan Street in order to make room for Canadian Pacific Railway to add additional rail tracks. This project is being done to help support the capacity needed on the south shore to move goods, and it received funding in 2019 from the Government of Canada’s National Trade Corridors Fund.
