Permit under review   

In December 2018, TyPlan Planning and Management submitted a project permit application on behalf of the Royal Vancouver Yacht Club (RVYC) to expand the Coal Harbour Marina located at 950 Stanley Park Drive, Vancouver, British Columbia in federal waters controlled by the Vancouver Fraser Port Authority. In January 2020, an updated application package was supplied to the port authority.

The proposed project will be reviewed through the Project and Environmental Review (PER) process. This process reviews and evaluates physical works and activities proposed to take place within our jurisdiction, to ensure they will not likely cause significant adverse environmental effects. The process also takes into consideration the interests of local communities.

As part of the PER review, the RVYC is required to solicit public feedback on the proposed project, results of technical studies and proposed mitigation measures. The port authority will conduct formal consultation activities with stakeholder and Indigenous groups as part of the permitting process.

In a related action, the port authority conducted an administrative review of the channel design to assess whether it met related international standards and therefore was safe. In November 2017, we confirmed that the channel meets the 2014 PIANC Harbour Approach Channel Design Guidelines, as well as the 2010 International Federation of Rowing Associations (FISA) guidelines. As this channel is not used for commercial navigation, our assessment of it against these standards is a technical exercise to assess safety only.

Public Consultation

Impact Assessment Act
June 2020, as part of the Project and Environmental Review for the proposed project under the Impact Assessment Act, the proposed project is posted on the Canadian Impact Assessment Registry here with an opportunity for public comment between June 17 to July 16, 2020.

Project and Environment Review
The public comment period for the proposed project has now closed. The applicant conducted a public comment period on the proposed project from June 2 to July 7, 2020.

The Royal Vancouver Yacht Club held two online public information sessions digitally (using GoToWebinar technology) on June 16 and June 24, 2020. Vancouver Fraser Port Authority’s response to public engagement during COVID-19:

In support of the federal government’s guidance to practice physical distancing to reduce the spread of COVID-19, the port authority has asked all applicants to transition to remote and digital engagement and information sharing in lieu of holding in-person meetings, workshops, or information sessions.

The public engagement period for Category C projects has also been extended from 20-business days to 25-business days to accommodate additional participation. Applicants are required to align with port authority’s new COVID-19 public engagement requirements, which require additional promotion and the need to enable participation from traditional channels such as phone or email.

The summary of the consultation and consideration report of how feedback was considered will be posted below and on the applicant’s website. The port authority will consider all feedback received from the public, stakeholders and Indigenous groups as part of the Project and Environmental Review of the proposed project.

About the project

RVYC have proposed the Coal Harbour Marina Expansion Project to expand and upgrade their marina and facilities.

The marina is situated within Coal Harbour, immediately to the west of Deadman’s Island and east of the Vancouver Rowing Club. Stanley Park is immediately to the north. The proposed project is primarily to expand the marina and increase the water lot lease area by 13.3% to accommodate an additional 47 slips. The total project area is 76,930 m2 / 828,068 sq. ft., which includes the water lot expansion area of 9,040 m2 / 97,306 sq. ft. and the existing water lot of 67,890 m2 / 730,762 sq. ft.

Project activities and components include:

  • Dismantling of old floats and boat sheds
  • Removal of piles by vibratory extraction or direct pull:
    • 85 old creosote‐treated wooden piles
    • 23 H steel piles
    • 24 cylindrical steel piles (that will be reused on site)
  • Installation of 129 piles driven with either a vibratory or drop hammer from a barge:
    • 48 16‐inch cylindrical steel (new)
    • 24 12.75‐inch cylindrical steel (reused)
    • 35 12.75‐inch cylindrical steel (new)
    • 22 10.75‐inch cylindrical steel (new)
  • Re-positioning of existing floats, fingers and boat sheds
  • Relocation of 52 existing boat sheds via towing
  • Installation of new concrete floats, fingers and corners that are to be constructed off‐site and brought to site by barge (no concrete works will be conducted on‐site)
  • Removal of 37 existing boat sheds and installation of 37 new prefabricated boat sheds that will be constructed off‐site and brought to site by barge
  • Upgrading of float utilities and safety features including upgrades to plumbing, electrical and lighting systems.

Should the proposed project be permitted by the port authority, construction is expected to be phased and take approximately two years to complete.
