Permit amendment issued
In January 2023, amendment PER No. 22-076-01 was issued to Envirowest Consultants Inc. on behalf of Metro Vancouver’s Greater Vancouver Sewerage and Drainage District (“the Applicant”). The amendment approved a request to amend condition #14 of project PER No. 22-076. The amendment allows the Applicant conduct construction activities outside of standard hours on the Annacis Wastewater Treatment Plant Outfall Habitat Offsetting located adjacent to the 1400 block of Clivedon Avenue, Delta, British Columbia on federal lands and water managed by the Vancouver Fraser Port Authority.
About the amendment:
The amendment to Condition 14 of Vancouver Fraser Port Authority Project Permit 22-076 will allow the Applicant to carry out construction activities outside regular work hours. The Applicant will carry out approved physical activities associated with marsh bench and intertidal mudflat construction, and planting 24 hours per day, seven days per week. This amendment was requested to ensure intertidal works are completed during favorable low tides and to meet the February 28, 2022 time limit to complete habitat offsetting works, as stipulated in their Department of Fisheries and Oceans Canada Fisheries Act Authorization.
There are no amendments to the project scope. Impacts due to noise and light is not expected to be significant.
Permit issued
On October 7, 2022 a project permit was issued to applicant to develop Annacis Wastewater Treatment Plant Outfall Habitat Offsetting located adjacent to the 1400 block of Clivedon Avenue, Delta, British Columbia on federal lands and water managed by the Vancouver Fraser Port Authority.
The project was approved subject to 33 permit conditions applicant must meet to ensure the project does not result in significant adverse environmental effects.
About the project
Envirowest Consultants Inc. on behalf of Metro Vancouver’s Greater Vancouver Sewerage and Drainage District is proposing to construct a 250 square metre marsh channel, marsh bench and intertidal mudflat on the north side of Annacis Island adjacent to the 1400 Block of Cliveden Avenue, Delta, BC as part of a Department of Fisheries and Oceans Canada Fisheries Act Authorization habitat offsetting project.
The Project will consist of the following
- Removal of invasive species and two black cottonwood trees
- Removal of a grounded derelict wooden barge and construction of a marsh channel
- Construction of a marsh bench and intertidal mudflat
- Planting of native sedge, tree and shrub species
Project works within the Vancouver Fraser Port Authority’s jurisdiction are limited to the marsh bench and intertidal mudflat construction and planting.
