Permit amendment issued

In May 2022, amendment PER No. 20-163-01 was issued to Metro Vancouver. The amendment approved the request to conduct construction activities outside of standard hours. The project is located north of the Fraser River, to the expanded Northwest Langley Wastewater Treatment Plant. The project area is on federal waters managed by the Vancouver Fraser Port Authority.

About the amendment:

Metro Vancouver will carry out physical works associated with the approved Golden Ears Forcemain (GDEFM) project to perform horizontal directional drilling (HDD) operations continuously (24 hours a day, 7 days a week) from May 1, 2022 to November 31, 2022, excluding statutory holidays. This would required an amendment to condition 15 of the approved project permit, which states: 

All general construction and physical activities related to the project shall be conducted from Monday to Saturday between the hours of 7:00 AM and 8:00 PM. These hours are not to be modified without prior approval of the port authority. Permission for variance must be submitted with a written request at least 30 business days prior to the desired start date. 

The Vancouver Fraser Port Authority understands that these works are not anticipated to generate significant noise and that Metro Vancouver is committed to applying general noise reduction and mitigation practices to prevent and minimize disturbances. 

Permit issued

In November 2020, a project permit was issued to Metro Vancouver to design, construct, and install twin sewer forcemains beneath the Fraser River to connect the new Golden Ears Pump Station, located north of the Fraser River, to the expanded Northwest Langley Wastewater Treatment Plant. The project area is on federal waters managed by the Vancouver Fraser Port Authority.

The project was approved subject to 27 permit conditions that Metro Vancouver must meet to ensure the project does not result in significant adverse environmental effects.

The anticipated construction timeline is from July 2021 to March 2022.

About the project

This project is a component of a larger long-term servicing plan for Metro Vancouver to divert waste from Maple Ridge and Pitt Meadows to an upgraded Northwest Langley Wastewater Treatment Plant (NLWWTP) in the Township of Langley. For more information, visit the Metro Vancouver project website.
