Project status

Permit amendments issued

In December 2022, amendment PER No. 17-122-02 was issued to Kiewit Ledcor TMEP Partnership (Permit Holder). The amendment approved the extension of the permit to March 15, 2024 due to delays for the approved expansion at the Westridge Marine Terminal.

In December 2020, amendment PER No. 17-122-01 was issued to the Permit Holder to extend the expiry date of the permit from December 31, 2020 to December 31, 2022.

Permit issued

On May 22, 2018, a project permit was issued to Kiewit Ledcor TMEP Partnership to develop Site 1 at 2115 Commissioner Street in Vancouver, British Columbia, on federal lands and waters managed by the Vancouver Fraser Port Authority. The permit scope includes the construction of the facility, as well as the eventual decommissioning including removal of all improvements.

The project was approved subject to 48 permit conditions Kiewit Ledcor TMEP Partnership must meet to ensure the project does not result in significant adverse environmental effects.

Construction is anticipated to take approximately 8 weeks to complete.

About the project

Kiewit Ledcor TMEP Partnership proposes to develop the site at 2115 Commissioner Street in Vancouver, BC for use as a marine off-loading facility and laydown yard with associated employee parking and marine taxi service to remain in place for a period of 36 months. The project is a support site for works associated with the construction of the Kinder Morgan Trans Mountain Expansion Project, particularly the marine portion of the project at the Westridge Marine Terminal in Burnaby. The project includes site preparation works, creation of a construction equipment laydown area, security fencing erection, parking stalls, site offices installation and installation of temporary marine structures, to support the Kinder Morgan Trans Mountain Expansion Project.

Vehicle access to the site is proposed to be from Commissioner Street. Operation of the facility would include up to 50 employee vehicles arriving and departing at the beginning (approx. 6:30 a.m.) and end (approx. 5:30 p.m.) of each shift each day, as well as 10 trucks accessing the site intermittently throughout the day. It is anticipated that 2 – 3 water taxis per day would transport workers to the Westridge Marine Terminal site (leaving at approx. 6:30 a.m. and returning at approx. 5:30 p.m.). The remainder of the construction workers would be transported to the WMT site via 2 buses that will be parked at an adjacent Kiewit site.

The project includes the following works in port authority’s jurisdiction:

  • Site set up works – minor site grading and upgrades to existing ground;
  • Construction of a temporary trestle located offshore at east end of site, comprising a 11m x 44m access trestle and 14m x 44m main trestle, using 38 x 90cm (35″) vertical piles, 11 x 60cm (23″) batter piles and 5 x 90cm (35″) dolphin piles;
  • Installation of 3 Flexi-Float docks, comprising two 24m x 3m flexi barges and & one 30m x 1.3m ramp/gangway;
  • Installation of 300T Crane (8m x 20m x 5m with max boom height of 73m) to load barges with material – to be located on trestle and/or land;
  • Installation of 13 temporary trailers of varying sizes used as office space, lunch room and washroom;
  • Utilities connections for trailers (electrical power, communication & water service);
  • Installation of secure fencing (630m of 1.8m high chain link fencing);
  • Installation of 10 x 480W area lights;
  • Placement of 55m of precast concrete barricades to delineate the site; and
  • Delineation of approx. 50 parking spaces.
