On January 30, 2019, the Vancouver Fraser Port Authority cancelled project permit No. 2012-072-01, previously issued to Fraser Surrey Docks LP (FSD) to develop a direct transfer coal facility at FSD.

Background

On August 21, 2014 the Vancouver Fraser Port Authority issued a project permit (PP 2012-072) to Fraser Surrey Docks LP (FSD) for the development of a direct transfer coal facility to handle up to four (4) million metric tonnes of coal.

On November 30, 2015, the Vancouver Fraser Port Authority issued a project permit amendment (PP 2012-072-1) to Fraser Surrey Docks, amending this project permit issued in 2014. This permit amendment supersedes the authorization granted in 2014.

The permitting process considered environmental and technical information, as well as municipal, agency, community and input from First Nations.

In completing its federal environmental review and as per Section 67 of the Canadian Environmental Assessment Act (CEAA 2012), the Port of Vancouver considered the information and proposed mitigations provided by FSD and other relevant information and concluded that, with the implementation of proposed mitigation measures and subject to the conditions of the permit, the project is not likely to cause significant adverse environmental effects.

On November 30, 2015, the Vancouver Fraser Port Authority issued a project permit amendment (PP 2012-072-1) to Fraser Surrey Docks, amending this project permit issued in 2014. This permit amendment supersedes the authorization granted in 2014.

FSD submitted an Environmental Impact Assessment (refer to Volumes 1 to 4 below) on November 18, 2013 at which time the Vancouver Fraser Port Authority initiated a 30-day public comment period.

After a review of the assessment and related public comments, and an additional review by independent environmental consultant, Golder Associates Ltd. (Golder), the port authority required FSD to conduct further studies around the potential impacts to human health. FSD submitted a Human Health Risk Assessment according to methods and guidance set out by Health Canada, the findings of which were also reviewed by Golder.
