Permit amendment issued

In February 2023, amendment PER No. 15-041-07 was issued to Parrish & Heimbecker Ltd. on behalf Fraser Grain Terminal Ltd. (“the permit holder”). The amendment approved the request, e.g., extend the expiry date of PER No. 15-041. The approved project is located at 1041 Elevator Road, Surrey, British Columbia on federal lands managed by the Vancouver Fraser Port Authority.

About the amendment:

The permit holder requested an extension to the expiry date of the approved project permit (PER No. 15-041) by a period of 24 months. The original permit approved the construction of a new grain export facility at 11041 Elevator Road, Surrey, BC.

The approved Project is comprised of grain storage silos, three shiploaders, semi-loop rail track, rail unloading station, off-site rail track extensions, dust suppression system, conveyor equipment, truck and railcar loading facility and ancillary buildings. This extension will allow the works to occur up to November 31, 2024.

On April 30, 2021, approval was granted by Vancouver Fraser Port Authority to extend work outside of standard construction hours (as set out in Permit condition No. 36) for following specific activity. Work is permitted 24 hours a day x six days a week between May 24 and November 24, 2021 to complete grain storage bin remediation work. A construction notification letter was sent to the surrounding community prior to work commencing.

On January 6, 2021, a minor amendment, PER No. 15-041-6, was approved by Vancouver Fraser Port Authority. The amendment approved a change in scope to include the installation of a grain cleaner as part of the Fraser Grain Terminal facility. On July 31, 2020, a minor amendment, PER No. 15-041-5, was approved by Vancouver Fraser Port Authority. The amendment approved work outside of standard construction hours (as set out in Permit condition No. 36) for following specific activities. Work on Sundays from 7:00 AM and 4:00 PM between August 2, 2020 to October 4, 2020 to complete the rail installation and the construction of the utility protection slab. Continuous work (24 hours, 7 days a week) between August 31 and October 25, 2020 to facilitate the filling and settling of the grain storage bins.

On March 18, 2020, a minor amendment, PER No. 15-041-4, was approved by Vancouver Fraser Port Authority. The amendment approved work outside of standard construction hours (as set out in Permit condition No. 36) for two specific activities. The installation of the shiploader on site continuously (24 hours, 7 days a week) for approximately 30 consecutive days in the period from June 1, 2020 to August 31, 2020. And on-site electrical works between 7:30 AM and 4:00 PM on Sundays from March 22, 2020 to September 21, 2020.

On December 24, 2019, a minor amendment, PER No. 15-041-3, was approved by Vancouver Fraser Port Authority. The amendment adds the construction of an extension to an existing drainage ditch along the south side of Robson Road to the scope of the Project.

On July 15, 2019, a minor amendment, PER No. 15-041-2, was approved by Vancouver Fraser Port Authority. The amendment saw the permit holder details change to reflect the legal name change of the permit holder. The permit holder is now listed as Fraser Grain Terminal Ltd.

On May 15, 2019, a minor amendment, PER No. 15-041-1, was approved by Vancouver Fraser Port Authority. The amendment adds the construction of a vehicular access road to the scope of the Project.

On November 9, 2018 a project permit was approved for Fraser Grain Terminal Ltd. to build a grain export facility at 11041 Elevator Road in Surrey, British Columbia on federal lands managed by the Vancouver Fraser Port Authority.

The Project was approved subject to 64 permit conditions that the permit holder must meet to ensure that the Project is constructed safely, will not likely cause significant adverse environmental effects, and considers the interests of local communities.

Construction is anticipated to begin in late 2018 and is scheduled to take approximately 24 months to complete. For more information about the Project and construction activities, please visit the applicants website.

About the project

The Applicant proposes to construct a grain export facility to ship up to 4 million metric tonnes (MMT) per annum of bulk grain products including wheat, barley, oil seeds, pulses and other specialty grains on the Fraser River via an existing berth at Fraser Surrey Docks. The proposed Project would add 3.5MMT per annum of grain capacity, with the remaining 0.5 MMT/A coming from the existing Joint Venture grain facility at FSD. The proposed Project includes the construction of 25 above ground steel storage silos, three fixed stationary shiploaders, a semi-loop rail track, container loading facility and storage yard, rail and truck loading facility, a grain cleaner, and other associated terminal infrastructure.

The terminal would receive grain by rail which would then be transferred to storage silos, or directly loaded onto ocean-going vessels at Fraser Surrey Docks should a vessel be waiting at the dock. From the storage silos, most of the grain would be loaded onto vessels, and any remaining product transferred into containers, rail cars or trucks. Grain may also be cleaned using the grain cleaning system in order to remove dust, oversized or un-threshed grains, and other agricultural products from the grain. Containers for export would be trucked to other container terminals, such as Deltaport and Centerm. A small amount of agri-product would be distributed to customers in the Fraser Valley via rail and trucking.

Project activities and components include:

Rail Unloading station;
Transfer system comprising one transfer tower and fully enclosed above-ground conveying equipment with built-in dust suppression system;
25 above-ground steel storage bins (20 x 3,500 tonnes, 4 x 400 tonnes, and 1 x 710 tonnes);
Three fixed shiploaders, replacing existing shiploader fitted with older technology;
Semi-loop rail track;
Extensions to three existing Port Authority Rail Yard (PARY) rail tracks (Off-site works);
Container loading facility and storage yards;
Rail and truck loading facility;
Grain cleaner facility;
An administration building, maintenance shop and electrical rooms; and
Vehicular access road.
