Project status

Permit amendment issued

In September 2021, amendment PER No. 16-268-4 was issued to Fibreco Export Inc. (Fibreco). The amendment extended the expiry date of their permit from December 31, 2020 to February 28, 2022, and approved the completion of remaining works beyond port authority standard hours.

About the proposed amendment

The permit extension was requested due to construction delays. The approved work that remains to be complete includes stormwater outfall installation and dredging. These works were proposed to start in September 2021. Crews may be required to work at night depending on the tide schedule. If night shift work is required, equipment would include a light tower, an excavator and a dredger.

Permit amendment issued

In April 2020, a project permit amendment was issued to Fibreco to amend their stormwater design. The amendment was approved subject to two revised and two additional new permit conditions Fibreco must meet to ensure the project does not result in significant adverse environmental effects.

Permit issued

On December 7, 2017, a project permit was issued to Fibreco to make enhancements to the marine component of their larger Fibreco Terminal Enhancement Project at 1209 McKeen Avenue in North Vancouver, British Columbia that is located on federal lands and waters managed by the Vancouver Fraser Port Authority.

The project was approved subject to 64 permit conditions Fibreco must meet to ensure the project does not result in significant adverse environmental effects.

The Fibreco Terminal Enhancement Project proposes to enhance the terminal’s current wood pellet operations, add new grain export operations and remove the woodchip exporting infrastructure. Works within the port authority’s jurisdiction include marine enhancements such as berth improvements, a new shiploader, dredging, and demolition.

The majority of the proposed upland works, including proposed silos, and rail infrastructure, are located within the District of North Vancouver and requires approval from the municipality.

About the project

Fibreco received a project permit to make enhancements to the marine component of their existing terminal. Project activities and components within port authority jurisdiction include:

Installation of a new travelling shiploader;
Berth improvements – install two breasting dolphins and two berthing dolphins, including removal of five existing wood piles and installation of 14 no. 40″ batter piles;
Retrofit and cover existing dock feed conveyor and retrofit existing causeway conveyor;
Restore rip-rap on the rail jetty;
Dredging in front of berth to design depth of 13.5 metres;
Demolition comprising removal of handling equipment, removal of wood retaining walls and associated piles, deconstruction and removal of existing shiploader and associated equipment; and
Electrical system upgrades.
