City of Delta Stormwater Outfall
Project status
Permit issued
In June 2021, a project permit was issued to the City of Delta to to construct a Stormwater Outfall, located at 8600 River Road, Delta, British Columbia on federal lands and waters managed by the Vancouver Fraser Port Authority.
The project was approved subject to 40 permit conditions the permit holder must meet to ensure the project does not result in significant adverse environmental effects.
About the project
The City of Delta proposes to install a new stormwater outfall at 8600 River Road, Delta. The outfall will capture immediate runoff from the surrounding 15 hectare catchment allowing for better stormwater servicing in the area and enabling redevelopment. The current system conveys the area’s stormwater over 2 kilometres to the next outfall where there are existing capacity concerns. The outfall at 8600 River Road will alleviate those concerns and provide additional future capacity.
The City of Delta also proposes to remove woody debris in two nearby areas of marsh as habitat offsetting in support of a Fisheries Act Authorization for the project.
Project activities and components include:
- Installation of a manhole at the edge of the road
- Installation of a pipe below an intertidal marsh
- Excavated marshland to be reinstated after completion
- Installation of a headwall at the edge of the marsh
- Installation of a riprap lined channel leading to a channel cut into the mudflat
- Removal of a pipe located beneath River Road (located outside lands managed by the port authority)
- Some construction activities may be conducted outside of regular construction hours to accommodate low tides.
Habitat offsetting:
- Removal of woody debris at two locations in close proximity to the site
Should the proposed project be approved, construction is expected to take approximately two weeks over a four month period, with activities below the high water line planned to be conducted during appropriate tide levels.
