Project status

Permit under review

In September 2017 Fraser Grain Terminal Ltd. submitted a project permit application to develop a grain export facility at 11041 Elevator Road in Surrey, British Columbia on federal lands managed by the Vancouver Fraser Port Authority. As part of the Project and Environmental Review for the proposed project, consultation with the public and stakeholder groups is required. The port authority is conducting formal consultation activities with stakeholders as part of the permitting process. Fraser Grain Terminal Ltd. is required to undertake consultation activities in the application review phase.

About the project

The Applicant proposes to construct a grain export facility to trans-ship up to 3.5 million tonnes per annum of bulk grain products including wheat, barley, oil seeds, pulses and other specialty grains on the Fraser River via an existing berth at Fraser Surrey Docks. The proposed project includes the construction of 25 above ground steel storage silos, three fixed ship loaders, a semi-loop rail track, container loading facility and storage yard, rail and truck loading facility and other associated terminal infrastructure. The terminal would receive grains by rail which would then be transferred to storage silos, or directly loaded onto ocean-going vessels at Fraser Surrey Docks should a vessel be waiting at the dock. From the storage silos, most of the grain would be loaded onto vessels, and any remaining product transferred into containers, rail cars or trucks. Containers for export would be loaded directly onto container ships at Fraser Surrey Docks and would also be trucked to other container terminals, such as Deltaport. A small amount of product would be distributed to customers in the Fraser Valley via rail and trucking. The proposed project includes the following within Vancouver Fraser Port Authority jurisdiction:

  •  Rail Unloading station;
  •  Transfer system comprising one transfer tower and fully enclosed above-ground conveying equipment with built-in dust suppression system;
  •  25 above-ground steel storage bins (20 x 3,500 tonnes, 4 x 400 tonnes, and 1 x 710 tonnes);
  •  Three fixed ship loaders, replacing existing ship loader fitted with older technology;
  •  Semi-loop rail track;
  •  Extensions to three existing Port Authority Rail Yard (PARY) rail tracks (Off-site works);
  •  Container loading facility and storage yards;
  •  Rail and truck loading facility; and
  •  An administration building, maintenance shop and electrical and valve rooms.

Public Consultation Round 3 

After conducting a public comment period in the fall of 2017, Fraser Grain Terminal notified the port authority of their intention to make a number of design changes to the proposed Project. As a result of these proposed changes, FGT were required by the port authority to undertake an additional round of consultation to notify interested parties of the changes to the proposed Project.

Overall the nature of the Project remains essentially the same as the proposal presented to the public during previous rounds of Public Consultation. The product and throughput capacity for the proposed facility remains the same as does the predicted rail and vehicular traffic and marine vessel volumes.

A 15-business day consultation period was conducted online between July 23 Monday and August 13, 2018.

Public Consultation Round 2

A 20-business day comment period for the proposed project took place from November 15, 2017 until December 12, 2017. The applicant conducted both online activities and two open houses during this public comment period. The open houses were held in New Westminster on Thursday, November 30 and Surrey on Saturday, December 2, 2017. Preliminary Consultation

Prior to submitting a formal permit application to the port authority, the applicant was required to conduct preliminary consultation activities to solicit early feedback on the proposed project and scope of technical studies from the public, stakeholders and Aboriginal groups.
