In September 2019, BD Hall Constructors Corporation submitted a project permit application to develop the Barge Ramp Installation project at 2320 Rogers Avenue in Coquitlam, British Columbia on federal lands and waters managed by the Vancouver Fraser Port Authority.

As part of the Project and Environmental Review for the proposed project under the Impact Assessment Act, the proposed project is posted on the Canadian Impact Assessment Registry with an opportunity for public comment between October 7, 2019 to November 7, 2019.

About the project

The proponent, BD Hall Constructors Corp., plans to construct a shore-access barge loading facility on the north shore of the Fraser River at 2320 Rogers Avenue in Coquitlam, British Columbia. The purpose of the barge loading facility is to load barges with non-contaminated soil for disposal at sea with appropriate permits from Environment and Climate Change Canada. Barges will be up to 18 metres (58 feet) by 73 metres (240 feet) in size. The facility will also be used to import clean gravel. The source and destination sites of the soil and gravel will be various construction properties throughout Metro Vancouver.

The construction works occurring within the Vancouver Fraser Port Authority’s jurisdiction includes near water and in water development. The near water area will be graded and paved to support effective site drainage, vehicle access, and aggregate material storage. In-water works include installation of a barge ramp deck (approximately 350 m2), a prefabricated barge ramp, a prefabricated ramp headframe structure, and eleven steel piles. The barge ramp deck will be constructed of 3-inch rock fill, 24-inch rip rap rock, and lockblock walls. The steel piles will be installed by vibratory method. The barge ramp will be secured by the barge ramp deck (upland) and the piles (in water) to receive barges. The barge facility will be equipped with lights and mooring bollards.

Once constructed, site operations will include upland material storage, trucking of material to barges and upland, barge moorage, and barge transportation. It is estimated that 1 to 2 barges will be loaded per week for disposal at sea. Vehicle parking and truck staging will not be within the port authority’s jurisdiction.
