In September 2018, Anthem Properties Group (Anthem) submitted a project permit application for the Sediment Remediation and Dike Construction project at 41 and 175 Duncan Street in New Westminster, British Columbia on federal lands and waters managed by the Vancouver Fraser Port Authority.

As part of the Project and Environmental Review for the proposed project, consultation with stakeholder groups is required. The port authority is conducting formal consultation activities with stakeholders as part of the permitting process.

About the project

Anthem proposes to construct a townhouse development and dike at 41 and 175 Duncan Street, which was previously an industrial facility. The townhouse development and associated dike construction are outside the port authority’s jurisdiction. The associated scope of works proposed in the port authority’s jurisdiction include foreshore structure demolishing and removal, remediation, vegetation removal, and some minor construction activities to support dike construction. Up to eight trees are proposed to be removed.

Proposed project activities and components include:

  • Removal of concrete retaining wall, miscellaneous debris, and soil with a land-based excavator;
  • Placement of soil and debris into interim containers and trucks for daily removal from site to approved disposal facility;
  • Remediation of 1,252 m3 of contaminated sediment below the high-water mark using land or marine-based excavators, depending on accessibility. Marine-based excavators will be mounted on a spudded barge;
  • Upland disposal of contaminated sediment by truck or by barge;
  • Minor and temporary excavation, stock piling, and backfilling activities to support dike construction on the western edge. (All other dike construction activities are outside the port authority’s jurisdiction); and
  • Removal of up to eight trees.

Should the proposed project be approved, construction is expected to take approximately four to six months. All works are planned to be completed within the Fisheries and Ocean Canada’s recommended least-risk work window for the area, June 16 to February 28.
