To Port of Vancouver’s valued customers and stakeholders:

The federal government today directed the Canada Industrial Relations Board (CIRB) to order the resumption of all operations at west coast ports affected by the coast-wide labour dispute involving Longshore and Warehouse Union 514 (ILWU Local 514) and BC Maritime Association (BCMEA).

CIRB has also been directed to impose final and binding arbitration.

A timeline for full resumption of impacted operations at the Port of Vancouver is yet to be determined. Our focus is on supporting port users to restore full port operations and fluidity as soon as possible.  

All anchorage class assignments are experiencing heightened demand, and availability in both port jurisdiction and the Southern Gulf Islands is limited.  

Port of Vancouver anchorage utilization (occupied + assigned) (November 12, 2024 – 0600 PST):  

  • Vancouver Fraser Port Authority (English Bay, Inner Harbour, Indian Arm): 96 %
  • Southern Gulf Islands: 93%

Port of Vancouver terminals directly impacted by this work stoppage are BCMEA member terminals where Local 514 labour is employed—see sector breakdown below for more details.  

Auto sector: Operations impacted

Breakbulk sector: Operations impacted

Bulk sector: Grain operations and operations at the Westshore coal terminal have not been affected and continue to move goods. Most petroleum products also continue to move. Operations for other commodities are impacted.

Container sector: Centerm, Deltaport, Fraser Surrey, and Vanterm container terminals impacted. For supply chain data—including the Container Vessel Line-Up Report that includes vessels at anchor and dwelling outside of port authority jurisdiction—please visit our port dashboard.

Cruise sector: The 2024 cruise season concluded October 29.

Rail: Embargoes in place. Please contact your railway directly for the latest embargo information and impacted traffic  

Marine operations: There is currently limited anchorage capacity at the port due to recent inclement weather and seasonal demand including grain exports being in their peak shipping period. Vessels in port can be viewed via the PortVan eHub app (see below).

The port authority continues to monitor the situation.
