To Port of Vancouver’s valued customers and stakeholders:

There have been no changes to the coast-wide job action involving the International Longshore and Warehouse Union Local 514 (ILWU Local 514) and BC Maritime Employers Association (BCMEA), which commenced November 4, 2024, since the last update.

The Port of Vancouver remains open and we continue to manage high demand for anchorages. This includes working closely with Industry to maintain fluidity by optimizing anchorage utilization and prioritizing anchorage assignments to terminals that remain operational.

Port of Vancouver anchorage utilization (occupied + assigned) (November 6, 2024 – 0600 PST)

Vancouver Fraser Port Authority (English Bay, Inner Harbour, Indian Arm): 85%

Southern Gulf Islands: 63%

Directly impacted terminals at the port are BCMEA member terminals where Local 514 labour is employed—see sector breakdown below for more details.  

Auto sector: Operations impacted

Breakbulk sector: Operations impacted

Bulk sector: Grain operations and operations at the Westshore coal terminal have not been affected and continue to move goods. Most petroleum products also continue to move. Operations for other commodities are impacted.

Container sector: Centerm, Deltaport, Fraser Surrey, and Vanterm container terminals impacted. For supply chain data—including the Container Vessel Line-Up Report that includes vessels at anchor and dwelling outside of port authority jurisdiction—please visit our port dashboard.

Cruise sector: The 2024 cruise season concluded October 29.

Rail: Embargoes in place. Please contact your railway directly for information regarding the latest embargo information and impacted traffic.  

Marine operations: There is currently limited anchorage capacity at the port due to recent inclement weather and seasonal demand including grain exports being in their peak shipping period. Vessels in port can be viewed via the PortVan eHub app (see below).
