As a federal agency, the Vancouver Fraser Port Authority is subject to the Privacy Act and Access to Information Act. In alignment with these Acts, we share reports and disclose information that provides transparency into our operations.

Privacy Act
The Privacy Act protects the privacy of individuals by governing the collection, use, and disclosure of personal information held by government institutions. In certain circumstances, we are required to complete privacy impact assessments to ensure that a program or activity of the Vancouver Fraser Port Authority minimally impacts the personal information of individuals.

Summary:
Human Capital Management System (HCM) is a comprehensive software solution designed by UKG to help organizations manage the entire employee lifecycle. This includes functions such as talent management, recruitment, onboarding, benefits administration, time and attendance, payroll, and reporting and analytics.
The Vancouver Fraser Port Authority submitted a privacy impact assessment to the office of the Privacy Commissioner in July 2023 for review prior to its transition to the new HCM in 2024. The Privacy Commissioner Office had the following recommendations for the port authority prior to implementation:
- The port authority should include copies of our Records Classification Retention Schedule (RCRS) in future Privacy Impact Assessments when referencing the lifecycle of records that contain personal information
- As personal information in the HCM may be accessed outside of Canada by sub-processors or employees of UKG, for the purposes of performing or upgrading services, the port authority should ensure that UKG protects personal information in accordance with the Privacy Act, regardless of whether the personal information is accessed outside of Canada
The port authority is following up with these two recommendations.

Federal Info Source
The federal government’s Info Source provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and Privacy Act on the Government of Canada Justice Laws website. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.
