Task Force Forwards Report on Trucking Dispute to Federal and Provincial Governments - October 26, 2005

The 90-day joint federal/provincial Task Force appointed to look into the issues underlying this summer's work stoppage by lower mainland container truck drivers has come to a close. The Task Force's report has been forwarded to both federal and provincial governments and is currently under review.

The Vancouver Port Authority (VPA) wishes to advise customers, truckers and other stakeholders that the existing container truck-licensing program will remain in place until further notice. In an Order in Council dated July 29, 2005, all companies or trucks wishing to access the port are required to be signatories to the Memorandum of Agreement (MOA) between the Trucking Companies and Vancouver Container Truckers' Association (VCTA), be in full compliance with the MOA, and accept the arbitration process described in the MOA. Failure to comply with this requirement would result in prohibiting access to the port.

While the Task Force has been asked to make recommendations about the licensing system, any changes will take time to implement. In the meantime, the VPA will continue to administer and enforce the existing system.

To ensure the continued effectiveness of the licensing system the VPA is monitoring every truck to make sure the vehicle has a valid permit. The VPA also is asking all existing and new Licensees to provide a signed copy of the MOA at their earliest convenience.

The VPA continues to pursue initiatives to improve efficiency and access for truckers including the monitoring of wait and terminal transaction times for container trucks accessing the port as well as moving towards extended gate hours.

Order in Council issued August 4, 2005 - updated September 15, 2005
On Thursday, August 4, 2005, the Governor in Council ordered the Vancouver Port Authority to establish a licensing system that prohibits port access to container trucks and equipment that do not meet its licensing requirements.

NOTE: The VPA will deny access to trucks that are not licensed.
