Westshore Terminals Proposed Equipment Upgrade
Westshore Terminals LP has applied to the Vancouver Port Authority (VPA) to upgrade some of its coal handling equipment. Westshore Terminals is a coal export facility located at Roberts Bank in Delta, B.C. This proposed upgrade will help Westshore better meet their customers’ requirements and to move coal more efficiently from the railcars to the storage areas and onto ships.

The proposed equipment upgrades include:
  • A retrofit to one of Westshore’s two rotary railcar dumpers to accommodate the newer aluminum body railcars.
  • A fourth stacker-reclaimer and additional conveyors to expedite the transfer of coal from the railcars to the storage areas and loading berths.
The proposed equipment upgrades will improve terminal operating efficiency and reduce vessel loading and wait times. Rail and ship traffic is expected to remain within levels experienced over the past five years and air emissions are forecasted to be lower than peak levels during the same period. The project is anticipated to take approximately two years to complete. Work at the terminal will be limited to site preparation, equipment assembly and installation. VPA Project Review Application
An assessment of the potential environmental effects of the proposed upgrades, including a detailed investigation of air quality implications, was completed as part of Westshore Terminal’s application to the VPA. The two application reports are available below.

Public Comment Period
As part of VPA’s Project Review Process, VPA is seeking public comment on this application. Project notifications will be placed in community newspapers in the Corporation of Delta, City of Surrey, City of Langley, and the Township of Langley. The deadline for comments is:
September 27, 2006.
