Port Plan Update

Port Plan: The Land Use Plan for the Port of Vancouver
-Approved March 22, 2005

On March 22nd, 2005, the Vancouver Port Authority Board of Directors adopted a new Port Plan. This new Plan replaces Port 2010, the document that guided the Port’s land use decisions for over a decade.

Every year, the Port of Vancouver trades approximately $43 billion with more than 90 economies, creates jobs for approximately 70,000 Canadians, contributes almost $4 billion to Canada’s GDP and generates $763 million in tax revenue. Our goal is to triple these benefits within the next 15 years, and the Port Plan provides a framework to make this a reality.

Role of the Plan
The Port Plan is a land use plan that serves as a guiding document for the ongoing development and utilization of Port lands. The objectives of the plan are to:

  • Communicate VPA’s long term land use policy directions and initiatives for the future;
  • Help strengthen land use coordination between VPA and neighbouring communities, other port authorities and governments;
  • Illustrate the Port’s ability to accommodate future growth in an economic; environmental and socially sustainable manner;
  • Use policy directions to link optimal land utilization with future growth opportunities; and
  • Identify the significance of the regional and national transportation networks to the ongoing and future success of the port.


  • Plan Preparation Process
    In 2003, the Vancouver Port Authority embarked on a program of updating the existing land use and development plan (Port 2010). As part of the process, we undertook a comprehensive review of Port 2010 to identify which parts of the plan remained relevant and where there may be opportunities for new direction. The review included the preparation of five background papers that examined the port and it’s relationship to future growth opportunities, transportation, the environment and the community. An additional paper provided an overview to the Port Plan update process. These background papers can be viewed below.

    Following the distribution of the background papers, public open houses were held from June 16-24, 2003. Consultation was also conducted with port stakeholders and federal, provincial and municipal representatives.

    A draft Port Plan was prepared in the spring of 2004. The second round of public consultation with stakeholders, government representatives and the general public took place from June 2004 to October 2004 and included the statutory Public Meeting. This process sought input on the content of the draft Port Plan.

    The final Port Plan was approved by the VPA Board of Directors on March 22nd, 2005.
